Social Welfare MIS — Niue

Overview
The Government of Niue, supported by UNICEF Pacific Islands, undertook an initiative to strengthen its social welfare system. EPRI led the project and engaged 2M Corp to project-manage and lead software development of the MIS.
2M Corp designed and developed a system supporting beneficiary registration, eligibility determination, benefit tracking, and outcome monitoring. Data quality controls and validation rules were incorporated to ensure reliability, and the system was designed to provide actionable data for programme managers and policymakers.
Knowledge transfer to government counterparts and comprehensive documentation ensured long-term sustainability of the system.
Impact
The MIS equipped Niue's government with a modern digital tool for managing social welfare, replacing fragmented manual processes — a critical capability for a small island nation committed to ensuring no one is left behind.
