Overview
The Government of The Gambia embarked on establishing an Electronic National Health Insurance System to provide universal health coverage through a technology-enabled framework. 2M Corp was engaged as technical subcontractor to Blue Square SA to lead the on-the-ground customisation, development, and deployment of the eNHIS platform built on the openIMIS open-source system.
2M Corp developed and integrated multiple core modules: automated invoicing from health facility claims, payment workflow management, a multi-payer management system, document management, and additional custom feature development. Critical integrations were built with the national accounting system for seamless financial data flows and with the Electronic Civil Registration and Vital Statistics (ECRVS) system for beneficiary identity verification.
A comprehensive testing programme was executed — functional, integration, usability, security, stress, and load testing — followed by on-site deployment across all regions of The Gambia. 2M Corp delivered training to health facility staff, insurance administrators, and IT personnel, and produced technical documentation including user manuals, administrator manuals, SRS, and ERD.
Impact
The eNHIS represents a foundational step toward universal health coverage in The Gambia, providing digital infrastructure for managing health insurance at national scale. Integration with civil registration and accounting systems ensures the platform operates as part of a connected government digital ecosystem.
