Overview
The Government of The Gambia faced significant challenges in personnel management — fragmented records across ministries, deteriorating paper files, conflicting data sources, and no reliable mechanism to detect ghost workers or duplicate enrolments. The Public Administration Modernization Project (PAMP), funded by the World Bank, provided the strategic opportunity to address these challenges.
2M Corp deployed a dual-track verification methodology: in-person verification by approximately 50 enumerators organised into field pairs visiting every ministry and agency over the field period, complemented by a self-service web portal for the small share of staff not reached in person. Special coordination protocols were designed for the education sector alone — over 21,000 teachers across more than 1,700 schools.
A five-layer technical architecture was deployed: ODK Central for mobile data collection with pre-loaded entity lists of all civil service and pensioner records; HoneyGuide (2M Corp's quality assurance platform) providing real-time validation and biometric facial recognition screening every photograph against the entire database; Mayan EDMS for document digitisation with OCR and AI-powered text extraction; OpenG2P as the authoritative personnel registry with deterministic and probabilistic deduplication; and an analytics layer with interactive dashboards for workforce intelligence.
The digitisation strategy addressed decades of records management challenges through a three-tier prioritisation framework, a structured file clinic workflow, and a 'No New Backlog' policy requiring new documents to be scanned within five working days of creation.
Impact
The project establishes The Gambia's first authoritative digital personnel registry, replacing fragmented paper systems with a modern, integrated digital infrastructure for human resource management across the entire civil service.
